The State Library has posted a page on their site that explains the requirements that public libraries must implement in order to be in compliance with the CIPA (Children’s Internet Protection Act). The quick bullet points that you should know are right there on the page, but there are also links to more information, including the text of the full bill, slides from the recent (end of July, 2013) presentation on CIPA and a phone number and email for you to use if you have more questions.

Be sure to check out the templates and sample policies that the State Library has posted as well, listed along the left side of the page linked above. Grab one and edit it to make it your own!
